Saudi Arabia Customs Update: Latest Import Requirements for 2026

The import regulatory landscape for Saudi Arabia continues to evolve in 2026, bringing updated documentation and compliance requirements for international importers. For businesses shipping cargo to Saudi Arabia, keeping up with these rules is critical to avoid customs delays, detention fees or cargo hold-ups at port.

Key Updates for Importers

1. SABER System Compliance Remains Mandatory

All consumer and commercial goods imported into Saudi Arabia still require valid SABER certification before arrival. Importers must register product conformity certificates and submit all required documents via the SABER platform prior to vessel landing. Missing certificates will result in cargo being held at the port.

2. Commercial Invoice & Packing List Rules Customs now require full, detailed product descriptions on commercial invoices. Generic descriptions such as “gift items” or “general goods” are no longer accepted. Each line item must clearly state product name, material, quantity, unit value and country of origin.

3 Restricted & Prohibited Goods Review Saudi customs regularly updates its restricted goods list. Our logistics team recommends pre-checking your commodity category before booking shipments to prevent unexpected clearance rejection.
